Millbrook greenlights consumable hemp product license, targets unlicensed sellers

Millbrook City Council voted to un-table their decision on Hill Liquor and Wine’s request for an Alcoholic Beverage Control (ABC) license to sell consumable hemp products, March 10, 2026, during their regular meeting, following recent discussions about state law and a proposed amendment to the city’s Code of Ordinances.

Hill Liquor and Wine staff met with Mayor Al Kelley’s office last week to review the law and address outstanding questions. During the discussion, city officials learned that some businesses may be selling hemp products without an ABC license, prompting the city to consider additional enforcement measures.

“There are some problems between the ABC Board and the Attorney General’s Office over who’s going to prosecute these businesses,” said Kelley. “If we amend our Code of Ordinances, and they don’t have a license from us to sell these products, we can shut them down without having to go through the ABC Board.”

The first reading of the proposed amendment was presented during the meeting, preceding the public hearing regarding Hill Liquor and Wine’s request to sell consumable hemp products. Manager Cannon Patel responded to the amendment during the hearing.

“Hill Liquor and Wine feels that there is a responsibility to know one’s product,” said Patel. “I hope in the future that any license that may come after today, the business will educate themselves on the product. Knowing these rules and regulations should be essential.”

Following Patel’s comments to the council, Kelley praised the business for its willingness to be forthcoming and help city leaders better understand hemp products.

“I want to thank Cannon for coming to our office the other day to kind of give us an education on hemp products,” said Kelley. “After listening to her, I certainly feel like Hill Liquor will abide by all the rules, and now, if we can get all the rest of them to abide by the rules, we’d be in a much better place.”

After the public hearing, the council voted to approve Hill Liquor and Wine’s request to sell consumable hemp products. The decision ultimately allows the business to move forward with sales in compliance with state regulations.
