Annette Funderburk to resign as Ingram State Technical College President, David Walters tap as Interim

MONTGOMERY, Ala. – Annette Funderburk will step down as president of Ingram State Technical College (ISTC) effective November 16, 2025, and return to the Alabama Community College System (ACCS) as Special Assistant to the Chancellor.

Funderburk served nearly 10 years with the ACCS as Director of External Affairs prior to her appointment as interim president of ITSC in 2017, and subsequent permanent appointment in 2018. In 2021, Funderburk managed the consolidation of ACCS correctional-education programs to Ingram State.

“Annette has been an exceptional leader for Ingram State Technical College over the past 7 years, strengthening its mission and expanding opportunities for students to gain the skills needed to change their lives,” said Jimmy Baker, ACCS Chancellor. “While she will be greatly missed at Ingram, we are fortunate that she is not leaving us but rather continuing her service to the System in a new capacity. Her experience, insight, and steadfast commitment to our mission will continue to benefit all our colleges and the communities we serve as she steps into her new role.”

In Funderburk’s absence, ACCS Vice Chancellor of Adult Education and Correctional Education, David Walters, will assume the role of interim effective November 17, 2025. Walters, who serves as a board member for the National Association of State Directors of Adult Education (NASDAE), joined the ACCS in 2014. Walters has nearly 30 years of experience in elementary, secondary, and postsecondary education. During his tenure, Alabama’s adult education programs have expanded to more than 400 locations, and programs. Career and college pathways specific to adult education have also been introduced systemwide.

Since the mid-1960’s, Ingram State has served a 100 percent incarcerated adult population. As an accredited member of the ACCS, ISTC is the sole correctional education provider in the State of Alabama, offering career technical, adult education, and job skills training at 17 Alabama prisons in 20 counties and 12 Alabama Bureau of Pardons and Parole facilities.
