Councilman Marcus Jackson was honored today, Oct. 30, 2025, during the Alabama League of Municipalities’ 90th Anniversary Graduation Ceremony for earning the designation of Advanced Certified Municipal Official (CMO).
Building on his Basic CMO certification from 2019, Councilman Jackson has now completed over 80 hours of advanced municipal training focused on leadership, infrastructure, fiscal responsibility, and community development.
He is currently working toward the Certified Municipal Official Emeritus award, the highest honor for municipal leaders in Alabama who demonstrate a lifelong dedication to education and public service.

The Certified Municipal Official (CMO) Program equips Alabama’s local leaders with the knowledge and skills needed to make informed policy decisions, promote transparency, and enhance community quality of life.
Administered by the Alabama League of Municipalities (ALM) — celebrating 90 years as the Voice of Alabama’s Cities and Towns — the program underscores ALM’s ongoing commitment to professional excellence, accountability, and leadership development.
On May 3, 2024, Governor Kay Ivey signed the Alabama Municipal Official Training Act into law. Developed by ALM in partnership with Senator Jabo Waggoner and Representative Jim Hill, the law requires all elected municipal officials in Alabama to complete formal training. By requiring formal training, Alabama law ensures that every city and town benefits from knowledgeable, capable leaders who understand municipal operations, governance, and community development.
A Dedication to Leadership and Education
Councilman Jackson has earned both the Basic and Advanced CMO designations, totaling over 80 hours of municipal training. He is pursuing the CMO Emeritus level to acknowledge his commitment to municipal leadership and lifelong learning.
