WETUMPKA, Ala. — Elmore County District Judge Ben Baxley was honored by the Alabama Child Support Association (ACSA) today with the “Robert C. Rosenberry Judge of the Year” award, highlighting his dedication to the fair and effective administration of child support cases in Alabama. The prestigious award is presented annually to a judge in Alabama who demonstrates exceptional leadership, fairness, and commitment to improving the state’s child support enforcement system.

Judge Baxley was nominated by 19th Circuit Assistant District Attorney Will Goggans, who praised Baxley’s approach, compassion, and dedication to the well-being of families and children in Alabama.

Goggans stated, “Judge Baxley has consistently shown a passion for ensuring the children of Elmore County are best served in every case that comes before him. He takes the time to hear all sides, applies the law fairly, and makes decisions that protect the best interests of the children involved.” Goggins went on to say, “Judge Baxley is tough but fair with non-custodial parents who fail to meet their obligations, while also encouraging and celebrating those who step up to rebuild relationships with their children. He faithfully discharges his duty to look after the most vulnerable among us and is more than deserving of this year’s Robert C. Rosenberry Judge of the Year Award.”

Judge Baxley stated his appreciation by saying, “It’s an incredible honor to receive this award and I am humbled to have been nominated by ADA Will Goggans, whose work in this field reflects the same commitment we all share: to serve Alabama’s families and ensure children receive the support they deserve. This recognition is truly a reflection of the teamwork between our judges, attorneys, and child support professionals across the state.”

The Alabama Child Support Association works to improve the effectiveness of Alabama’s child support enforcement program through professional development, collaboration, and recognition of excellence among those who serve children and families, such as in this case with Judge Baxley.

Judge Baxley has served as Place 1 District Judge for Elmore County since being appointed by Governor Ivey in April of 2024 following the vacancy of now-US District Judge Bill Lewis. During his time on the bench, he has earned a reputation for fairness, integrity, and a practical approach to family and child support cases. This honor reflects Judge Baxley’s continued commitment to serving the people of Elmore County and is one he will carry with him as he seeks election to a full term in the 2026 Republican Primary.
