The Prattville City Council hit pause Tuesday night, Sept. 2, 2025, voting to delay a decision on Resolution #3—a proposal that would grant the Prattville High School Athletic Association (PHSAA) permission to establish a “Tailgate Village,” sell sponsorship parking, and collect fees for the 2025-2026 football season at Stanley-Jensen Stadium.
Originally part of the council’s consent agenda, the resolution raised eyebrows after Jon Lee Finnegan, a Prattville resident, stepped forward with concerns. She pointed out that the measure lacked critical details, including the exact fee amount and which athletic programs would benefit from the funds.
Finnegan also noted that similar resolutions in the past had spelled out specifics—for example, allowing the American Legion and Sovereign Grace Church to each charge $5 for stadium parking. Those resolutions, she said, also made it clear that financial records would be available upon request. However, when she attempted to reach members of the PHSAA for clarification, she was unsuccessful.
“One of the things I’m questioning is why those fees are not in there,” said Finnegan. “Also, I’m trying to find out—who is the PHSAA?”
In response to Finnegan’s comments, Councilor Tommy Merrick (District 4) made a motion to move Resolution #3 to the regular agenda, allowing the item to be open for discussion, debate, and consideration.
Councilor Michael Whaley (District 5) reviewed information on the Prattville Lions Football Official Facebook page with the council but found no answers about the fee structure. After asking if anyone present could provide clarification and receiving no constructive response, the council agreed to postpone the vote until their next meeting on Sept. 16, 2025.
