Local Attorney John David Norris was arrested today on multiple counts of Dissemination of Child Pornography. Until last year, Norris had an office in Millbrook before closing his business.
On February 14, 2024, the Millbrook Police Department received a Cyber Tip from the National Center of Missing and Exploited Children, which indicated that an individual in the jurisdiction of this agency was allegedly downloading and disseminating images depicting child pornography. Based on the information received, detectives with the department’s Criminal Investigations Unit initiated an investigation into the conduct alleged.
Later in February, a suspect was developed during the course of investigation and search warrants were later obtained and executed at two locations in Millbrook. During the search warrant at the suspect’s residence and office, multiple electronic devices were seized as part of the investigation.
The case was extensively investigated and after the devices were analyzed, with the assistance of the ALEA computer forensics unit, enough probable cause was obtained for the case to proceed. Last week, an Elmore County Grand Jury was empaneled, and this case was presented for consideration. This Grand Jury determined that enough probable cause existed, and an indictment was handed down.
On Wednesday, July 23, 2025, detectives with Millbrook Police Department Criminal Investigations Unit, assisted by the department’s Street Crimes Unit, took John David Norris, a 65-year-old Millbrook resident, into custody for four counts of Dissemination of Child Pornography. Norris was processed at the Millbrook Police Department and transported to the Elmore County Jail under a bond of $80,000.
It absolutely sickens me that our detectives and officers have to work cases like this. As a parent of two daughters and a grandparent of three beautiful children, I look at my family every day knowing that I’ve seen things in my 37 years of law enforcement that I can’t unsee, just as the officers involved in this case and others they’ve had to investigate. It’s hard to see any victim that’s been abused or exploited, but it hits you differently when the victim is a minor child. As law enforcement officers, overtime we learn to build defense mechanisms that allow us to compartmentalize these things, so that we can maintain our objectivity and professionalism that our positions demand. But at some point, you go home and see your children or grandchildren and you ask yourself how anyone could cause harm to a precious child or derive any sort of enjoyment from their exploitation.
This profession demands a lot from those that choose to pursue it as a career. I’m extremely proud and fortunate to work alongside the men and women that serve and protect our citizens, keeping our city a safe place to live and raise our families. They go above and beyond every day and I appreciate their continued efforts.
This case has been under investigation for a lengthy period of time. In an investigation such as this, there is a lot of time-consuming research and analysis that has to be completed prior to taking a case to the District Attorney’s Office. Detectives of the Millbrook Police Department are members of the ICAC (Internet Crimes Against Children) Task Force. This task force is a national network of law enforcement task forces dedicated to investigating and prosecuting crimes involving the exploitation of children facilitated by the internet and other technologies.
